SPRING HILL, Tenn. (WKRN) — The City of Spring Hill is under a sewer moratorium following a series of environmental violations at its wastewater treatment plant.

The Tennessee Department of Environment and Conservation issued a Consent Order outlining 29 effluent violations that occurred between 2023 and 2025. All the violations were self-reported by the city, which agreed to the terms of the order in a vote by the Board of Mayor and Aldermen on Aug. 5.

As part of the order, the city will pay a civil penalty of $65,700, with $13,140 due within 30 days.

The Consent Order also halts sewer connections for any new projects that do not already have vested sewer rights under Tennessee law. It's a move that could temporarily impact ongoing future development in the fast-growing Middle Tennessee community.

“Spring Hill takes full responsibility for these violations and has been transparent with TDEC throughout this process by self-reporting these issues,” Spring Hill Mayor Matt Fitterer said in a statement. “Our focus is on implementing lasting solutions to prevent future violations and deliver safe and reliable utility systems.”

According to state officials, the violations involved discharges that exceeded permitted limits.

City officials said a corrective action plan is already in progress. The moratorium will remain in effect until the sewer treatment plant meets performance standards without incident for 12 consecutive months.
