City of Clarksville finalizes deal with Clarksville Speedway for proposed recreation complex

CLARKSVILLE, Tenn. (WKRN) — After years of discussion, a deal has finally been reached on the speedway site in Montgomery County.

This deal will transform the Clarksville Speedway into a recreation complex for North Clarksville.

The purchase price for the 83-acre speedway property is $7 million and also includes right-of-way for the road.

Clarksville leaders said they were anxious to get this deal across the finish line. The owner of the speedway approached the city back in 2020 and expressed interest on selling the property.

Officials will allocate 83 acres for the Hazelwood Recreation Complex, along with the completion of widening and improving Needmore Road, which fronts the property. Plans include widening that road to five lanes and including a bike path. Leaders said they also plan to build a multi-purpose path that connects to Billy Dunlop Park, which runs adjacent to the property.

Clarksville Mayor Joe Pitts said he plans on engaging the entire neighborhood surrounding this property and asking them a simple question: "What do they want to see inside the rec complex?"

"If we’re going to put money into a complex, we want to know what kind of features neighbors want to see," Pitts said. "Do you want an indoor aquatics complex? Do you want an outdoor track? Do you want trails, basketball courts, volleyball courts? Once we receive that input, we will develop the plan.”

City leaders said amenities for Hazelwood Recreation Complex could include:

  • Gym space
  • Meeting and program rooms
  • Fitness center 
  • Multi-use fields
  • Accessible playgrounds
  • Walking trail loop
  • Alternate canoe access point

Pitts said this recreational complex is critical for the area, and he's excited to deliver on the promise to have a rec complex in the north part of the city.
